Hello from MrBillDoesMath!

Answer:

 0.13

Discussion:

The first thing that caught my attention is that 39/3 = 13, so

39/300 = 39/(3*100) = (39/3) * (1/100) = 13/100 = 0.13

Thank you,

MrB
