Step-by-step explanation:

First simplify your equation to make it into a y=mx+b answer and its easier to graph

y - 3 = 1/2(x+2)

Multiply numbers in parenthesis by 1/2

y - 3 = 1/2x + 1

Add 3 on both sides

y = 1/2x + 4

Your Y-intercept is 4 and the rest is how much your adding to it

That means you go Up one and 2 to the right starting from 4
