Draw the lewis structure with carbon at its center.  Carbon can form 4 bonds so it will be bonded to the 3 hydrogens and oxygen. The fourth hydrogen will be bonded to the oxygen. As a result, oxygen is left fulfilling its octet being bonded to the carbon and hydrogen and is left with two lone electron pairs.
