How is it possible for an object to have an increasing speed but a decreasing acceleration?

Of course it can. It is gaining in speed with any amount of acceleration. If the acceleration goes down from 5 m/sec^2 to 3 m/sec^2 it still would be accelerating and thus gaining in speed.
