Point slope form is y2-y1=m(x2-x1).

The slope m that is perpendicular to y=-4x-1 will be 1/4 (the opposite reciprocal). Then you can use (-2,7) as the x and y values to plug into the formula:

y-7=1/4(x+2) is the answer.
