The antifederalists proposed the New Jersey plan which basically equals equal representation for all states. The federalists proposed the Virginia plan which basically means big states=more votes. This debate produced the Great Compromise or the 3/5 Compromise so the federalists and anti-federalists would both get what they wanted.
