I think that's a physical change since nothing is getting it's properties changed.

Explanation:

a chemical change usually changes the properties and cannot be changed back, this is simply washing your hands so I would guess that a physical change. think of like putting water on paper, the properties aren't changed you just have a paper with water on it now and can be easily dried.
