Well, the Akkadian Empire encompassed most of the territory of Mesopotamia, that is true. But the Fertile Crescent was Mesopotamia plus Egypt plus the land between them (today's Israel); so, no, it's not true that Akkad's territory encompassed most of the Fertile Crescent.
