In respect were Qing China and Ottoman Empire similar in the 19th century was because of the fact that both of the Qing China and Ottoman Empire were considered to be semi-colonies that are within the informal empires located in Europe.  Informal empires is describes as having a sphere of influence in which the empire is likely to develop and translate into an degree of influence.
