When people arrived at Los Alamos for work on the Manhattan Project, it was barely a town.  It was a collection of temporary buildings thrown together.  Streets were unpaved.  Project director Robert Oppenheimer preferred the random arrangement of the town over having it line up in military barracks style.

The Manhattan Project was active at Los Alamos, New Mexico, from 1942 to 1946.
