I think you mean (-35 + 14y)/7.

[tex] \dfrac{-35 + 14y}{7} = [/tex]

Factor 7 out of the numerator.

[tex] = \dfrac{7(-5 + 2y)}{7} [/tex]

7/7 = 1, so you can simplify the fraction.

[tex] = -5 + 2y [/tex]
