While I am not sure the exact time this is supposed to take place as, but it seems like it is a pro-immigrant cartoon. The cartoon is trying to show that White Americans were also immigrants at one point, and that the US was a nation created by immigrants, which meant that the US should never close its doors to future immigrants.
