Answer:  

Sensing the threat that Carthage posed, a committee was set up in 311 BC to plan for the development of the Roman navy. The Romans captured a Carthaginian quinquereme that had run aground as it tried to block the passage of Roman ships on their way to Sicily. The Romans reverse engineered the ship to build hundreds of large quinqueremes.
