7. The formula is : [tex] 98-14=84 [/tex] and then [tex]\frac{84}{14} [/tex] and then [tex]6+1=7[/tex].

The reason behind it is 14 is the least common multiple of 7 and 2 and 98 is the largest 2 digit multiple of 14. Subtract 98 and 14 and then divide by 14 to get 6 and then add 1. You will get 7 which is our answer!
